Most of the functions in the payroll management, such as salaries, compensation, benefits, allowances, etc. are also some important functions that are performed by the human resource management departments. Thus, the CEO should abolish the payroll department and should introduce a human resource management department or a human resource team that would carry out all the human resource management functions in the organisation, including the functions of the payroll department. The newly set up department would be dedicated towards managing the human resources of the hospital and would continuously work to improve the work conditions and employee employ er relations to optimise the performance and effectiveness of the employees. Further, the CEO should also put an end to the weekly visits of a human resource specialist as a dedicated human resource team will make him redundant (Hrdept.co.uk, n.d.). Secondly, the CEO of the first hospital and the newly set up human resource management team should start to analyse the workplace situation and identify the problems that exist within the workplace. The CEO and the human resource department should hold regular meetings where they can discuss the employee grievances and complaints registered by the patients to find out the problems that are having an impact on the performance of the workplace. The CEO and the human resource team should also develop separate surveys and questionnaires for the employees as well as for the patients. The questionnaires will be helpful in gathering their feedback and gaining knowledge about the factors that are bringing about a decline in the quality of health care in the hospital. Thirdly, the CEO and the human resource team should completely redesign the human resource functions that had earlier been designed by the CEO along with the finance manager of the hospital. An increase in the absenteeism, turnover rates, employee grievances, etc. indicated that there is definitely an issue with the human resource policies and functions that have been planned by the seniors. Thus, by analysing the surveys and questionnaires filled up by the employees and the patients, the CEO and the human resource team should redesign those human resource functions and policies that have been having an effect on the performance of the employees. Fourthly, the human resource team should start designing training and development programs for the employees as quickly as possible. The present state of the human resource of the first hospital indicated lack of enthusiasm and job engagement in the employees. Most of the middle level managers hardly have an idea about what exactly is the management of human resources and do not even consider it to be their jobs. The training and development programs would be designed in order to improve the level of employee engagement in the organisation and would also aim at increasing the knowledge of the middle level managers about the management of human resources. The human resource team of the hospital can also organise some seminars for the mid-level managers where they can be taught about the basics of human resource management and how they can make a difference by managing the employees working under them (Connelly, 2014). Lastly, the CEO of the hospital should undertake certain steps that would improve the work environment for the employees. The CEO of the hospital, along with the human resource team, should design and implement a performance management system so that the performance levels of the employees can be optimised and the workplace could become more performance oriented (Morebusiness.com, 2007). The human resource team should also design certain key performance indicators that would help in analysing the performance demonstrated by various departments in a certain week or a month. Further, the senior management and the human resource team should hold regular meetings where they can have a discussion regarding the employee grievances, the changes being implemented, the progress that has been made since the past meetings and to share the results of the performance management system and the hey performance indicators (Hassan, 2015). William Blake Poetry Analysis Religious Influences free essay sample

He transmits the idea that two states are required in order to fully embrace human spirit. First, one must have a sense of innocence, to fully be open to learning, with the awe of a small child. Next, they must contain the sense of experience, which allows one to recognize both good and evil, in order to begin the process of redemption. This idea is enforced in his works The Tyger, The Lamb, and Proverbs of Heaven and Hell. William Blake’s poem known as The Tyger, focuses its attention on a series of questions regarding creation, specifically the creation of the tiger, a scary yet beautiful creature. This poem uses lots of ambiguous language that asks questions in nearly every line. An example of the questions this poem asks include â€Å"In what distant deeps or skies/ Burnt the fire of thine eyes? † (The Tyger 6-7). These lines question who and where could one have created such bright eyes of the tiger. William Blake raises the question in his poem, â€Å"Who is the creator? † (Derek). William Blake’s poem makes many references to Mythology, one example regarding the book of redemption, specifically the story of Lucifer and his angels, which describes the war in heaven. Derek) This is shown in these lines: â€Å"When the stars threw down their spears/And water’d heaven with their tears,† (The Tyger Lines 17-18). Line 17 references the war between Lucifer and his Angels in heaven, the stars referring to the Angels in Heaven, and the spears they threw down, while line 18 references the tears shed by the angels for Lucifer’s angels for being cast out of heaven Guerra pg. 2 because they would not listen to God. The poem also references Greek mythology in lines 7 which references the story of Daedelus and Icarus, as well as in line 8 which references the Greek God Prometheus (Dere k). All of these religious references make it more difficult to determine whom William Blake or the narrator believes to be The Tiger, and the tone of the poem seems to be fearful yet amazed by the creator described in this poem. It describes the state of experience, where the narrator believed he had all the answers, and is now unsure (Derek). Unlike the ambiguous poem The Tyger by William Blake, The Lamb, the previous counterpart to The Tyger, is much more straight-forward in its religious connection. One must contain a state of innocence to truly appreciate this poem, in which the narrator is a small child. It does not ask many questions, and the only questions asked are immediately answered by the child, so the only difficult in it is having the state of innocence to appreciate it. Blake shows us that innocence is not dependency or ignorance but a state that brings us a necessary perception of spiritual vision (Bryan). Blake shows us that the human self, the natural world, and the divine kingdom are all intertwined. The lamb represents the unity, the creator, and the sustainer (Bryan). The lamb represents Jesus Christ, as shown in The Lamb, â€Å"He is called by thy name,/ For He calls himself a Lamb,†(The Lamb lines 13-14). This is a reference to Jesus Christ and his association as The Lamb of God, therefore suggesting the narrator’s belief in religion, specifically Christianity. The narrator is aware of all these realities at all times, and it brings him peace and happiness that he must express (Bryan). This poem’s simplicity with the innocence of a child, attempts to bring the reader into seeing Blake’s â€Å"Divine Vision† (Bryan). The third example of William Blake‘s poems relating to religion is Proverbs of Heaven and Hell. It’s central idea is raising our own perceptions and triumphing over nature through nature. Blake suggests that there is no passive good, except with the angels identifying good and evil. He suggests hindrance and not action is evil whether one inhibits one or the other (Bloom). An example of one of the proverbs relating to their overall theme, â€Å"Sooner murder an infant in its cradle than nurse unacted desires,† (Proverbs of Heaven and Hell). This Guerra pg. 3 Line directly means to nurse an unacted desire is feeding a monster (Bloom). Bloom goes on to describe many of the individual proverbs and their hidden meaning, The stable may be either the home of the tamed â€Å"horses of instruction† of the Proverb (Foster Damon’s suggestion) or simply the stable of Christ’s birth, ironically leading into the grander structure of the Church. The vault is emblematic of Christ’s burial. In the resurrection of the body Christ passes out of the vault, but the Angel and Blake go to the vault’s other end which aptly leads into a mill, mechanical symbol of reductive reason. Once through the mill, and we are in the winding cavern of the fallen mind, in which any groping yields a way that is both downward and tedious, until we hang with Blake and the Angel over the abyss of nature, the unimaginative chaos of reductive intellect. This piece of Bloom’s analysis tells us how the lines of the poem relate to several religious references, the staple of Christ’s birth, his burial, and then how it all ties back into Blake’s theme about inactiveness. Proverbs of Heaven and Hell is a rather complex and long poem, with several messages in each stanza, but it does not change the fact that it holds many religious references, and how they all tie in to Blake’s beliefs regarding the human condition and spirit. Religion is an important aspect of daily life here for us; it gives us comfort and helps us answer the questions we otherwise cannot answer. It helps us promote order so we can please our divine figures. William Blake’s poetry was only made possible because of the passionate beliefs he held to himself regarding his religious beliefs which also lead to his beliefs about human spirit. About the Legislative Branch of U.S. Government Every society needs laws. In the United States, the power to make laws is given to Congress, which represents the legislative branch of government. The Source of Laws The legislative branch is one of three branches of the U.S. government- the executive and judicial are the other two- and it is the one charged with creating the laws that hold our society together. Article I of the Constitution established Congress, the collective legislative body made up of the Senate and the House. The primary function of these two bodies is to write, debate and pass bills and to send them on to the president for his approval or veto. If the president gives his approval to a bill, it immediately becomes law. However, if the president vetoes the bill, Congress is not without recourse. With a two-thirds majority in both houses, Congress may override the presidential veto. Congress may also rewrite a bill in order to win presidential approval; vetoed legislation is sent back to the chamber where it originated for reworking. Conversely, if a president receives a bill and does nothing within 10 days while Congress is in session, the bill automatically becomes law. Investigative Duties Congress can also investigate pressing national issues and it is charged with supervising and providing a balance to  the presidential and judicial branches as well. It has the authority to declare war; in addition, it has the power to coin money and is charged with regulating interstate and foreign commerce and trade. Congress also is responsible for maintaining the military, though the president serves as its commander in chief. Why Two Houses of Congress? In order to balance the concerns of smaller but more populated states against those of larger but more sparsely populated ones, the framers of the Constitution formed two disparate chambers.   The House of Representatives The House of Representatives is made up of 435 elected members, divided among the 50 states in proportion to their total population according to the system of apportionment based on the latest U.S. Census. The House also has 6 non-voting members, or â€Å"delegates,† representing the District of Columbia, the Commonwealth of Puerto Rico, and four other territories of the United States. The Speaker of the House, elected by the members, presides over meetings of the House and is third in the line of presidential succession. Members of the House, referred to a U.S. Representatives, are elected for 2-year terms, must be at least 25 years old, U.S. citizens for at least 7 years, and residents of the state from which they are elected to represent. The Senate The Senate is made up of 100 Senators, two  from each state. Before the ratification of the 17th Amendment in 1913, the Senators were chosen by the state legislatures, rather than the people. Today, Senators are elected to by the people of each state to 6-year terms. The terms of the Senators are staggered so that about one-third of the Senators must run for reelection every two years. Senators must be 30 years old, U.S. citizens for at least nine years, and residents of the state they represent. The Vice President of the United States presides over the Senate and has the right to vote on bills in the event of a tie.    Unique Duties and Powers Each house has some specific duties as well. The House can initiate laws that require people to pay taxes and can decide whether public officials should be tried if accused of a crime. Representatives are elected to two-year terms. The Senate can confirm or reject any treaties the president establishes with other nations and is also responsible for confirming presidential appointments of Cabinet members, federal judges, and foreign ambassadors. The Senate also tries any federal official accused of a crime after the House votes to impeach that official.  The House also has the power  elect the president in the case of an electoral college tie. For instance, Mr. Texas Panhandle, a farmer was successful in preventing the construction of a nuclear facility near the Aquifer system. Mr. Panhandle opposed the construction of the site, on the basis that it could lead to the destruction of the Ogallala Aquifer, through poisoning the water system. This event occurred during the periods of 1980s (Opie, 27). In 2008, the Trans Canada Corporation wanted to build a pipeline that will cross Athabasca oil sands to Houston, Texas (Guru et al, 31). This move created a lot of resistance from environmentalist, who argued that building an oil pipeline along the Aquifer system will make it vulnerable to pollution in case of an oil spill. However, a report by the United States department on environment denoted that the route by the Corporation, was economically, and environmentally feasible. The report therefore denoted that building a pipeline from Athabasca o il sands to Texas will not affect the Ogallala Aquifer in any manner. On the basis of this, this paper identifies and explains the best methods of conserving the Aquifer system, and its importance to the United States economy, and population. One of the methods of preserving the Aquifer system is to reduce the level of irrigation along the Aquifer system. It is estimated that 30% of water used to irrigate American lands, emanate from the Aquifer (Walton, 15). The effect of this is a reduction of the Aquifer’s water level, and this threatens its existence. The State and Federal government should look for other sources of water, for irrigation purposes. This includes engaging in rain water harvesting, and building boreholes to use for irrigation. Another method of conserving the Aquifer system is to limit the amount of fertilizers used in the irrigation firms (Ashworth, 21). This is because most farms use water that emanates from the system, and when they use fertilizers, it is highly possible that the remains will flow into the water system. This will cause pollution, making the water unsafe for human and animal consumption. Farmers also use insectides, and other house hold chemicals. It is important to find better ways of using the insecticides and chemicals (Wyatt et al, 32). There use must be in such a way, that it does not flow into the water system. After using them, it is important to dispose in an hazardous manner. By taking these measures a farmer will help in conserving the Aquifer system (Opie, 32). It is important for the Federal government and State government to to create policies and measures aimed at conserving the Aquifer. One such measure is to categorize it as an endangered system, and thereafter look for ways and means of preserving the Aquifer by involving the surrounding community. The Federal government should initiate laws, and policies whose aim is to preserve the Aquifer system. For example, the Federal and State government shoul d make it a crime, for anyone caught polluting the water system (Ashworth, 19). They should stipulate heavy penalties to discourage such practices. It is also important to involve industries and institutions in the conservation measures of the Aquifer system. Current customers looking to save money at the pump as well as a new generation of environmentally conscious spenders are looking for hybrid options. Lotus can accommodate this potential clientele base by launching a line of â€Å"green† vehicles. Major competitors such as Avis – Budget, Rent-A-Car, Hertz and Enterprise already offer hybrid vehicles for rent. Although the price of these vehicles is higher per day customers are typically promised to save in gas mileage and they are paying the difference. The majority of potential clients interested in Hybrid vehicles are willing to pay more in exchange for the satisfaction of driving a vehicle that produces less carbon emissions and conserves gasoline. Hybrid-electric vehicles (HEV) use two or more sources of energy. The most common energy sources include a combination of renewable energy storage system (RESS) and gasoline or diesel. However, solar energy, hydrogen and other alternative sources of fuel are available for use in HEVs as well. HEVs can be configured to increase power, improve gas mileage or provide auxiliary power for electrical devices and power tools. Emerging technology dictates that alternative fuels and hybrid vehicles are leading the way into the future. According to a Priceline survey 72 percent of travelers want rental car companies to offer hybrid vehicles (Environmental Leader, 2007, p. 01). Approximately 39 percent said they would even be willing to pay $1 to $3 more per day for a hybrid option. Current investment projects in renewable energy may wan as the price of gasoline drops to $70 a barrel, the lowest in nearly two years, but long term projections indicate that the use of alternative fuels will prosper over the next ten years and gasoline usage (Environmental Leader, 2007, p. 01). Going green is going to become a necessity for rental companies that want to stay ahead of the curve. Specifically companies promoting the benefits of green business practices as well as â€Å"eco-marketing† can build strong brand integrity (Ohngren Brown, 2007). Advertising campaigns geared toward the emerging class of eco-conscience money makers are already proving to be successful. According to www. business. gov, a government based business resource, companies that are already competitive in price and services benefit from adding green initiatives, products and eco-labeling as a method of securing a share of the market (Business. gov The Official Business Link to the US Government, 2008) As a small business looking to expand in a growingly competitive market Lotus can benefit from launching a green fleet of rental options. Current competitors are only using Hybrid vehicles as a small percentage of their fleet. By replacing three currently outdated vehicles with Hybrid options Lotus can begin a green campaign as well as update current selection of vehicles. The Honda Civic Hybrid and the Toyota Prius are two of the most cost effective hybrid vehicles currently on the market. The 2009 Civic gets approximately 45 miles per gallon and can be purchased around $24,000. Although this is significantly higher than a conventional Civic, which costs approximately $16,000 and gets 34 miles per gallon, consumers looking to test drive a hybrid as well as a growing number of consumers who will make a decision based on environmental choices will choice this option over the conventional model despite the price. The 2009 Toyota Prius is emerging as an even more cost effective hybrid starting at $22,000 it gets 48 miles per gallon. The standard price of a conventional car rental is approximately $55 per day. Competitors are charging $5 to $15 more per day for hybrid vehicles (Rent a Hybrid Car, n. d. ). Hybrid vehicles are becoming increasingly more common. So much so that hybrid rentals are also becoming more common. Eventually the cost of hybrid rental cars may be equivalent to that of standard vehicles. However, rental companies must take the lead and offer hybrid vehicles as well as promote them in order to pursue this avenue of business expansion. â€Å"By making more hybrid vehicles available and promoting their benefits, rental companies could easily increase their popularity among otherwise uninterested consumers. As popularity increases, the price of renting these green cars, which cost less to maintain to begin with, could eventually equal that of standard rentals (Rent a Hybrid Car, n. d. ,  ¶ 4). In conclusion, hybrid vehicles currently cost more than conventional vehicles. But consumers are illustrating that they are willing to pay more for hybrid options. Furthermore, the popularity of hybrid vehicles has already increased dramatically and is expected to continue to do so. The natural process of supply and demand has already produced an increased number of hybrid vehicles within the automobile market. This trend is expected to continue until hybrid vehicles become a staple within the auto industry. Lotus competitors have already begun to incorporate hybrid vehicles into their fleet as well as launch green campaigns and solidify branding. Lotus can gain an edge by incorporating hybrid vehicles as well as launching a branch of green car rentals. Incorporating hybrids will keep Lotus competitive with other rental agencies as well as meet consumer demand for this product. Currently there are two cost effective hybrid options, the Honda Civic Hybrid and Toyota Prius. Although both have higher fuel economy than conventional vehicles the Prius is emerging as a better investment. The Prius gets better gas mileage and costs less. Adding a small percentage of hybrid options allows Lotus to launch a new eco-conscious branding campaign as well as pursue a new class of customers, the environmentally concerned.
